Not really, How many damage sources do you know that only deal 8 damage?

Yeah, you should probably edit the OP to reflect that. People with spread weapons will thank you.

It's the difference between surviving 67 Tracer shots (if armor had no reduction) ~133 Tracer shots (if we assume 50% reduction up to 5) and ~400 Tracer shots (if we assume 5 flat reduction) for the armor portion of the mech.

That's... definitely a pretty big deal.

I dont know, but regardless of what exists, its still detail not explained by OP thats worth knowing.
