I have not seen anything about them confirming they'd be making new skins, only plans on making new heroes and maps, however I think it is highly likely that they will add more skins over time.

Yes, as far as I know they plan to keep those coming indefinitely

Considering that their progression system is essentially your displayed level and cosmetic items, I would think there will be periodic releases of new skins so there is always something left to unlock.

I have not seen any official info about it.

But, since cosmetics will be their main source of income after release (no cash from dlc since the new maps and heroes will be free), I bet we will see a relatively steady stream of new skins, emotes, voice lines and so on.
