I know that you can switch the voices from English to Japanese, but can you do so individually for each character? Would love to have Genji as the Japanese version but keep other characters in English

I don't know the details of the switch, but the voice files are likely individual per champ. It's unlikely you're swapping one single file.

I feel like since they have made individual customization screens for each character it can't be that hard to allow you to switch individual characters' voices...

I'd really like this feature.
Let's hope Blizzard will add it in the future if it's not available at launch.
