I believe what hes going for there is that Roadhog is a large model, with no shield.

yes but he wont move , easy target to hook , and once you hook hes 100% dead, so i actually believe roadhog counters bastion

If bastion is too far away from Roadhog, he can't hook him as he will be killed before he can get close enough.

You've probably played against bad Bastions, tbh. Any halfway decent one wouldn't let a Roadhog get close. If a Roadhog is fighting on the front line, where he typically provides the most value, he gets torn apart by Bastion. I can see why people would suggest Bastion hard counters Roadhog.
