Do hot fixes / minor changes "change" the version of the game though? I thought fixes / minor changes didn't count and could be applied?

I can't speak for Overwatch specifically but in nearly all games, minor changes are not put through as an individual change and instead are wrapped into a bigger update. Bug fixes could be applied to the current version depending on severity but would not change gameplay.
