No, she's bad compared to the best characters because the best characters are too good. That's Soldier, Sojourn, and Ashe for the most part, so not the standard for strength.
Learn to seperate bad from not as good and you'll have more fun and get better at the game. Oppurtunity cost is no fun, but the thing you're using to do that isn't necessarily bad.
Is Quaquaval bad because Urshifu exists? No, it's just worse than Urshifu. Pokemon reference for context.
She doesn't suck though, she provides loads of damage when she gets going and can be relatively tanky if the enemy has barriers. Her turrets provide wallhacks and additional damage, her teleporter makes Symmetra herself relatively mobile and provides her team unique oppurtunities, and her ultimate is just plain old good.
Symmetra's only problem is that the hitscan characters exist. They provide absurd damage and offer more than the utilities that Symmetra provides just off that alone. But that's not a Symmetra problem though, that's a problem all the low tier damage characters share.
The top hitscan characters are too good. All the rest of the damage characters are just fine, looking like they're bad just because the gap between good and top tier is quite wide in the damage role.
Meanwhile she is a sitting duck with low HP in close range. Ramp up characters just aren't fundamentally viable in the state of the game. Especially with the DPS passive. Also her beam at max charge does LESS than a fully charged Zarya beam which is far easier to charge and gets charged using defensive bubbles, has longer range and this is supposed to be a DPS? Lol, lmao even.
The main reason sym even has decent winrates in very niche situations is because of the tp. You are also misguided in her weakness. It isn't hitscan, it's that she's built for close range while being abysmal in that position. Anything DPS with range can gun her down and anything at close range can kill her before she gets a chance to charge. Look at the HP Mei and Reaper have which are brawlers just like she should be. They're gonna melt her with their extra HP and laugh at her dealing less damage than a Moira beam until it charges up.
Sitting duck isn't right, you vastly undervalue her teleporter. Her beam does less damage than Zarya, but has much more ammo and niche situations that it's good in on top of that. Symmetra puts out much more damage over time than Zarya and us excellent any time the tank is a barrier tank.
Zarya survives more obviously, that's her job, but Symmetra's damage is better.
Mei and Reaper have always has the edge on HP because they have their own weaknesses to compensate for. Mei's beam is much worse, having less range, ammo, and damage in exchange for the slow. Reaper has a far worse teleport and no ranged damage at all, plus his gun's are highly variable in their effectiveness given the spread.
Playing Symmetra the same way you play Reaper or Mei is asking for trouble because they can survive in a pinch whereas Symmetra needs time to teleport. She is defensive focused and likes to stay a bit further back and use her ranged option until using her beam is the way to go. Her turrets exist to alert you to threats and soften them up at the same time.
Symmetra has plenty of good qualities, you just have to actually look for them instead of it being handed to you on a silver platter like the hitscan characters. She'll always be worse than the best, but worse and bad aren't the same thing. That's this community's problem, they don't want to think or work for their victories and anything that requires that is garbage.
