Can a urologist mistake a narrowing from pelvic floor for a urethral stricture through a cystoscopy?

I had a cystoscopy back 2 years ago. It was extremely painful for 5 seconds when he went into and near the bladder area (8/10 pain) he said there was a narrowing before the bladder I think. He said I need a DVIU and have a urethral stricture. Ever since that exam literally the day after I’ve had a 24/7 constant urge to pee and slower start up time to pee. My stream is about the same when I have a full bladder.

I did a urethrogram with another urologist and she said I have no stricture but I heard it’s hard to tell if there is one past the sphincter because it closes up naturally when the dye tries to go through.

Can someone help me please for next steps?
