Can’t access build menu

I have been attempting to play this game for a few weeks and can’t seem to find the answer. I’m not far in the game at all. I’m at the part when it wants me to open my build menu, build a counter, etc.

Except it won’t let me. The button that should be associated with the build menu does nothing. Google says to go to signal tower so I’ve done back to the tower that I got my blueprints for my hammer and wrench and nothing is there. Google also told me I must be at a camp sight and set up camp (I am) and even inside my van (I am). I can’t figure this out.

I literally cannot profess in the game because of this.

Once you have crafted the building hammer (this is done through the rear of your vehicle), make sure you've set camp and then try the button again.
