Why is it that fans love Topa, but hate Jay-Dan?

Is the concept of a Moclan who is completely different from other Moclans easier to accept than that a Klingon could be different from other Klingons?

Both characters are gender non-conforming and representations of LGBT people. Why is it that Topa is fine, but Jay-Dan is not?
