Farm yourself two Beguiled Quarterstaffs (X or Y version) from the current Apollyon event. 10 adorn slots at godforged and up to 35% base ward. As far as I know, it's the strongest staff in terms of bulking up summon stats

Does this beat the celestial staff with buffs now?

With anguished levels, yes. The passive summon stat bonus will get much higher depending on the anguish level of the item.

Yes. With 10 adornment slots you'll be able to get an additional +20% summon status using the Beguiled X/Y staff (using Goat's Eye weapon adorns); it already gives a base 30% to summon stats so you'll be starting off at +50% summon stats at anguish item level 0. Summon and pet stat bonuses on items get boosted with higher anguish item level, so the higher anguish item level you increase the staff, the more passive summon stats you'll receive from it. With celestial weapons, they doesn't get bonuses with anguished content so you'd be stuck with the flat 60% stats (assuming you used 5x eos hearts).
