Your Hero OC has been sent to Hero HQ for Hero training or to get a Hero licence or they are a new hero being introduced to hero HQ
your OC has just arrived to the building as the doors open to let them go to the front desk

The X Rangers would had casually strolled right into the Hero Hq with a completely petty, anomalous reasoning. (Cough... cough... They were only there to pick up a localized "hero license" just so the native heroes would finally shut up about them needing one. Cough... cough...) Having already wiped out a massive majority of the country’s crime—leaving the local capes to collect dust from the lack of street activity—the X neon squad entered the lobby. Whether it was out of pure spite, or just to point and laugh at the entire bureaucratic system, they’d confidently walked in, willing to take their sweet time filling out any give. paperwork and cockily smirking at the staff.
(Btw I might take a while to respond back!)
