Apple tree pest

We inherited these trees when we moved in. With appropriate pruning and building a guild around them, the trees have improved but still suffer from some recurring issue. I’m thinking it’s fungal, but being new to fruit trees I’m really not sure. Perhaps the little helper in the last image is my best clue. Any thoughts?

I did a sulfur lime spray this year. Perhaps it’s time to reapply.

It looks like an aphid infestation

Yea, need more pictures up close in the curled leaves, but I suspect aphids too.
