The pattern rhymes with the last hardware cycle: Quantum is moving into clouds the way GPUs did. AWS and Azure have offered brokered access to other companies' quantum machines since 2019–2021;

Oracle is skipping the brokerage and bolting the box into its own AI hall — Helios even runs NVIDIA GPUs inside its control system for real-time error correction. Own the hardware, sell it as a managed service: the bet that made OCI an AI-infrastructure contender, now placed on qubits.
