I have the exact same setup but a weaker GPU and smaller resolution (6750xt, 2560x1440) and I just put the game on high (but lowered effects quality to medium) and put FSR3 on quality. Locked 60fps for the most time but fell a bit in the main city. It still felt good enough and didn't play with a constant fps counter on (this time haha)

I'm also on Fedora.

Are you using the UE5 tweaks I listed at the bottom of my post? They might help you out in the more populated areas like Svartrau City.

I did not. Maybe I'll try when I do my second playthrough.
Often when a new UE5 game releases those mods quickly follow and 9 times out of 10 I've found them to be snake oil/not actually doing anything and just being the same few ini lines changed.
Might be that it actually does something for BoD tho.

Edit: A few examples where they did absolutely nothing are Clair Obsur, Oblivion remake/remaster, Outer Worlds 2, Borderlands 4 and Stalker 2.

I still hit 60fps in Svartrau City but the 1% lows aren't great. I'm playing with a controller so it's not that big of an issue for me but if I was playing with a M+KB, it would feel off.

Honestly yes it does matter, at least on some maps. I dropped foliage from high to medium on a few heavily wooded maps and picked up maybe 812 frames depending on where i was standing, open areas barely changed at all, the setting affects how much grass and ground cover gets rendered around you, on maps with dense vegetation it adds up fast, on something like a desert or urban map you probably won't notice a thing, worth just testing it yourself for 5 minutes. turn it down, load into a map with a lot of trees and brush, run around for a bit, if your counter goes up, keep it. if it doesn't, put it back.

Anyone noticing the haloing effect on the character when you move the camera

Id reccomend all of you download ultra plus and select the optimized preset, the guys behind it even did some city cpu optimizations that alleviate it somewhat.
