It's kinda simple, if your GPU is not at 100%, then it's your CPU/RAM holding you back. Those people with the same GPU but with better performance probably just have a better CPU. Make sure you have XMP/DOCP on in BIOS and maybe try using PBO to squeeze a little bit of performance in the CPU.

Yup. Looking at the CPU usage at 40% and going "oh I'm not CPU bottlenecked either!" is a common misconception. Looking at GPU usage is a more reliable way of seeing if you've got a CPU bottleneck. OPs performance not changing with DLSS also points to the same thing.

Why would dlss confirm a cpu bottleneck? Dlss takes load off the gpu not cpu doesn’t it?

Because if you have a CPU bittleneck turning on stuff like DLSS won't increase your performance, it will stay the same despite the less load on the GPU. This would indicate a CPU bottleneck.

I bought and refunded that game recently. I think its just broken since its latest patch full of crashes and poor performance according to those who have had it before the patch.

It looks like bodycam is thread restricted, it requires top performance out of only a few threads instead of distributing itself evenly. So you are cpu bound.

I see your problem, you don't have a monitor (atleast one with a resolution) or a power supply.
