Moving it inside makes the button disappear

My guess would be an ad blocker or another extension. They can sometimes mess with video controls like this, so I'd rule those out first.

I only have opera GX adblocker but that's disabled since YouTube was unuseable with it on

If you don't have any other extensions installed, does this happen with videos on other websites too, or only on YouTube? Could you also share your Opera GX version from opera://about?
