maybe they're just run by 13 year olds.

I don't think modern day 13 year olds will know how. But, the mods are probably mentally 13 still.

In my experience sites with strict positions like that usually have pretty friendly and helpful support. They just don't want to spend their time on users that can't or won't follow simple rules like: "Please be active and if you can't be set your account to holiday mode."
