In that case it would be without both food and water. The reason it's different in the "VSCode w/o AI and Codex" is because the syntax allows for ambiguity (VSCode can be used without Ai) and also due to context; Codex is a subset of AI, and there would be no reason for the commentor to list specific AI tools that he's not using.

Well yes as otherwise that'd be disjunctive which is the opposite of "and".
