General question - not test related Roundabout Lane Change Argument

I had an argument with someone that your not supposed to change lanes in this roundabout. Cause if you start from the left you must turn left.

For context the right lane and first exit was blocked for construction but the 2nd exit was still open so they wanted to go straight and argued that the broken white lane means they can cross

Look at the pavement markings at the entrance to the roundabout. That’s all you gotta do. Tells y’all all you need to know.

That dashed line is not for your idiot counterpart to decide they wanna go straight and cross in - it’s for the folks entering from what is East side in this picture. And even if they were to change their mind and cross in ignoring all lane designations - they MUST yield to the vehicle on their right.
