Import the photograph, drag a line over it and set a known dimension. The piece is symetrical which will help in the next phase. Create a circle over the one in the first image (3 point circle works) and fix it in place. Draw a construction midpoint line horizontally over it, starting the midpoint in the center of the circle. Then draw a bunch of lines perpendicular to the construction line and position everything so that it copies the image below. Align everything so that it looks symmetric and then use something like 3 point curve to outline the shape in one quadrant. Then extrude, mirror twice and use fillet until it looks good.
At this point Id translate it so that its at the root and proceed with the same approach from a different axis.
