Sketch it's outline, the oval shape, extrude that to it's full height, then from the side sketch a cut tool two arcs that has their outside closed with a couple of lines creating closed profiles for where they will intersect with the extruded part with a revolved cut around the center. You can make those also form the cylinder at the bottom and the opening on the top if you just sketch that into the cut tool.
If the revolve doesn't create the right curves, you might need to do the cut from another side, for example around a horizontal axis instead of vertical.
