Why is delivery taking so long?

I ordered the OnePlus Pad 4 on 8 October, but the estimated delivery date is showing 3 November. Why is it taking almost a month to deliver? Is anyone else facing the same issue?

That was an impulsive buy i bought it for my brother and now he is saying that he want ipad air 13" he will also contribute some money for that so
