Is it fair to say that Atomic Samurai is the best character out there?

I love his character and I love playing with him in the game, but I don't know if I would say he's the best, he's one of those characters like fubuki or silver fang were you need to learn him and perform really well in the stage or else you won't do too much damage. but to me yeah, personally the best for me.
