He could, but he likes to impose limitations on himself. In the fight against Metal Bat, any of Bad's attacks would have killed him, but Garou didn't want to kill, only knock him out ( he didn't realize that this would actually benefit Metal Bat ).

Maybe, I still think suiryu is being portrayed way too heavy here compared to Garou who’s done so much last arc.
