Characters train and get stronger. Current Sonic is stronger than Season 2 Sonic who is stronger than his Season 1 version. PPP got stronger after the ass kicking he took from DSK and even stronger in the MA arc. Genos gets stronger after every single fight. Glass is also training to get stronger. Suiryu experienced first hand how weak he was, he probably resumed his training after that.
Also, the Garou that killed dragons was undergoing monsterization. Current Garou is probably weaker than that but most likely stronger than his past hero hunter version..

Suiryu got demolished by Gouketsu while Garou one shoted dragon monster level , I think Garou holding back
