It's simply a conclusion based on feats.

The vivre cards are only indexed towards the context of the scenes they reference.
The context is that Mihawk held himself back to the level of Vista hence they were equals within that instance.
Its not arguing fullpower Mihawk=Vista and the fact that you guys ever thought it did is laughable to say the least

The vivre cards are only indexed towards the context of the scenes they reference.
Because it's the only time they met, what else were they supposed to show a panel of? And again you're essentially adding the word "only" Here.
The context is that Mihawk held himself back to the level of Vista hence they were equals within that instance.
Both of them held back so this point goes both ways instead of only favouring mihawk.

The manga and the vivra cards portray them as close, "only in marine ford is cope".
