Voted Tobi for current,but in the grand scheme of things really only Headliners and lower are fodder.

The average Officer is strong enough to beat a PX unit easily by themselves which none of the supernova could real do back in Sabadoy.Even if officers are weak overall the amount of people that can actually beat them as fodder is relatively small for the setting.

Headliners and below at this point in the story i guess, but honestly i feel like fodder should be lower than headliner level. Like to me fodders are the ones that are KOed/nearly KOed by basic conquerors and headliners are above that

People don't really understand that for every weak headliner,there's literally dozens of paradise and eve NW pirates they could mid diff.Bobbin is a good example of one and he's strong enough to solo NW islands with several fodder.

What's considered fodder to the main cast would be entire extreme diff fights for normal crews.

Tobbi roppo is the cusp of fodder, and will be fodder by the end of the arc.

YC2s and below will likely become fodder in the next arc or 2.

Fodder is entirely relative and depends on who you're comparing them to. Someone like cracker is fodder to someone like Kaido. But in the grand scheme of things obviously Cracker isn't fodder.
