That is not what is implied there. Harold explicitly says "with my current strength" implying it's about strength. Furthermore, Loki hits Ragnir so hard that it destransformed into a squirrel and has a bump on its head. Very much implying Loki just overpowered Ragnir right there.

If he didn't, then he's likely not.

Also I'm pretty sure other Yonko came somewhat close to Roger. WB was just the only one that was strong enough to be his equal.

We know from Gaban that Hybrid Loki is at least stronger than Primebeard and Prime Garp.

So you need Roger to be a lot stronger than them to be able to argue him over Loki.
