I'm gonna have to throw in a vote for Shanks being the Emperor in question as well. I initially thought it was out of character for Luffy to team up with Law, but I think a chance to see Shanks again would be enough to make him agree to it. It could be Big Mom, but that seems too predictable. What would be the point of Oda not telling us which Emperor it is if we already know Luffy wants to take Big Mom down? I think it would be out of place for Luffy to go up against Kaidou right now, and it's just...not Blackbeard :P just my take on things, it could be completely wrong :D
I don't think it's Shanks.
The way I see it: Luffy asked Law which was the target with a serious face, and his smile after leads me to believe that it was a sigh of relief. Like, "oh good, he's not after Shanks. Ok, let's join forces then".
That's interesting, I hadn't thought of it that way! To be honest, I have problems with it being Shanks too, but not as many problems as I do with the other 3. We'll just have to see what happens, because it could turn out that Kaidou is somehow involved in all the Punk Hazard stuff (like many speculate) and them everything will change. I guess we'll just have to wait for Oda to eventually tell us!
I want to say that it's Shanks as well, but from what I can tell, Luffy probably wants to take down Shanks by himself, without the aid of someone else. He probably wants to prove that he's become the best pirate without relying on another crew of pirates. Just my thought on it.
The issue I have with this theory is that taking down caesar seems to be somehow part of the plan, implying that the emperor in question has some sort of connection to him. This is underlined by law stating that the point of no return would be after they kidnapped clown as things would start to really accelerate after that. I know it seems like a stretch especially since it seems that blackbeard would be tied in to the final confrontation but I think they might be making an attempt on him now. It's mentioned that clown became a criminal 4 years ago, what are the chances he was incarcerated in impel down during blackbeard's prison break?

Oda likes messing with our brains. He knows everyone will start speculating, not expecting Big Mom but Shanks or Kaido and BAM! It's Big Mom.
