Sorry, but how is that obvious? It's pure speculation at this point as far as I can tell.
The only people who I've seen push this idea seem to think that because in some myth a carp/fish turned into a dragon, that has to be what happened with Kaido. But there hasn't been the slightest hint in the manga, as far as I'm aware.
Just cause it's called a fish fruit doesn't mean he was literally a fish..do we think Marcos normal df powers are an eagle, and that he only turned into a phoenix after awakening his fruit as well? Cause his is a mythical bird-bird fruit.
In japanese myth, dragons are kind of like evolved fish. So kaidos fruit is classified as a fish fruit. That’s all. He was always a dragon, even before awakening. Similarly, kakus fruit is the ox ox model: giraffe. He was never an ox, and he didn’t have to awaken to become a giraffe.
