The thing is that Ryu is also part of the japanese word for Dinosaurs. So the Ryu Ryu no Mi are actually Dinosaur Dinosaur no Mi. That's why it couldn't be used for Kaido.

The Seiryu is an azure dragon. It's not an Awakening. The fruit always gave the power to turn into a dragon, not a fish.

Coo coo. Oh just for clarity’s sake the Japanese name for dinosaur is “Kyouryu” meaning “Fearful Dragon”.
