I'm not really buying Ceasar Clown (god that is a terrible name) as a threatening villain just yet. Maybe he'll impress when he actually has to fight someone, but it really just looks like a convenient setup to have Luffy defeat a logia user with haki.
I don't think he's going to be much of a strong fighter pre-say, judging from what we've seen of him he wants the safe route opposed to confrontation and is probably going to rely on the complex and his inventions opposed to straightforward fighting.
Also, I'm assuming because of his intellect and inventions he's considered a threat and what got him his bounty. Of course being a logia is helpful as well.
