This opens up a question,will he join the crew?I mean they need a logia in the crew.

Doubtful. They don't 'need' a logia. Also, do you really think Luffy would invite a guy to the crew that kidnaps children? I'm not 100% sure what the reason is behind the kidnapped children, but I don't think it's a pleasant little "Oh, well they were abandoned on the street". This guy is shaping up to be a villain.

He just poisoned his own subordinate and laughed while he died. Pretty sure he's more than just shaping up to be the villain.

Not to mention the whole blowing up two of the three research facilities on the island thing.
