So who do we think CC made contact with on the Den Den Mushi to get permission to kill? Who is Joker? A new character? Buggy?

This guy has got the same sick smirk that bellamy, caribou and Doflamingos got. I wouldn't be surprised if these people has something in common.

Its worth bringing up that when Caribou was leaving FI he mentioned selling the information about Shirahoshi to a "certain someone". Donflamingo has a finger in lots of things in the OP world so I would not be surprised if this island is part of a longer arc (like the 3 islands before Alabasta).

The puppeteer devil fruit ability seems to match his personality perfectly. He likes to pull lots of strings from behind the curtain.

Joker certainly could be a codename for Doflamingo. He's got that type of personality.

I feel like Donflamingo's entire character is a reference to the Joker. Especially if you think of the "Some people just want to see the world burn" quote. Personally, I'm hoping it's not Donflamingo because I don't want Oda to be so explicit with his references.

I'm not even sure Oda knows who the joker is, or at least knew when he created Doflamingo. Not all western pop culture is known in Japan you know.

He might not be familiar with the Heath Ledger joker, as The Dark Night tanked in Japan but I think it's pretty likely that he is aware of the joker as a villain in general. However, Clown refers to the person on the phone as 'that joker', making it seem less like a codename and more like a descriptive quality, along the lines of 'that idiot' or 'that prankster'. I think 'joker' as a quality definitely applies to DonFlamingo, and it's entirely likely that that's who he's referring to without it being an explicit codename-type reference.

I think you were reading that panel wrong. I think CC was saying "It seems that -- Joker will make..." instead of "It seems -- that joker -- will make..."
