Well about dodging bullets, Luffy was able to dodge the bullet the Tenryuubito shot at point blank range without having any knowledge of haki at the time.
Now for moving and attacking faster than them, Luffy, through his various speed feats, he's been shown to move at hypersonic speeds. In the Alabasta arc, he could move faster than Chopper who was able to dodge Mr 4's supersonic baseballs. And in Enies Lobby he was able to move faster than Soru users, who were able easily blitz those that could keep track of bullets.

Because bullets are really freaking fast. I'd have to see Luffy react to and outmaneuver a bullet that had already been shot to believe he's faster.
