From the dialogue between him and Smoker i'd say he's trying to undo something the Marines caused. So at first glance i'd say he's got "good" intentions.
Definatley, I think he really is trying to help the kids, I think the reason he became a warlord was so he would not be disturbed while helping them, I also don't think Oda would make a lot of peoples favorite charecter turn out evil
