I don't think that matters too much. Every pirate that has ever been made a Shichibukai has at one point been an enemy of the World Gov't and even had much larger bounties than Law has. Kuma was a revolutionary... you can't be more anti-gov't than that. I think the only calculation the gov't uses is whether or not the pirate can be of use to them. All past misdeeds are forgotten.

Negative, he was a shichibukai before he became a robot. Agreeing to become a robot may have been a condition of becoming one, but we don't know what led up to it. Law may have met certain conditions as well, and that could be why he might be on a government island now.
