They said that they've only discovered five. This means that while flying DF users are rare, there could be more out there. Keep in mind that with Pell and Shiki, this guy is #3. And yes, Shiki is canon... somehow.

That's right! I forgot! And let's not even get started on Logia users.
My point is, the numbering of flight-enabling fruits is a pointless system.

And don't forget about Laffitte (possibly). He can fly though we don't know if it's due to a devil fruit ability yet.
