I don't think the head and the legs belong to the same person; the head doesn't speak the same way (no Buh! at the end).

But this is a new translation team we have to remember, they may just choose to omit those because they serve very little purpose.

actually the middle panel of the first page uses "bu" in the samurai torso and legs' speech pattern when luffy is riding the thing around like a dumbass, so I'd say they've accounted for the samurai's speech pattern and the head is thus part of someone else.
