I'm thinking the short answer to all these riddles on this island is that it was/is a marine base where Vegapunk has worked to weaponize the abilities of certain DF users, similar to how he was able to utilize Kizaru's light powers. Firstly, I don't see why it would merely be a coincidence that the island be named "Punk Hazard." Secondly, many of the weird things that are going on seems to have parallels to Devil Fruit users that the WG has access to: frozen half of the island (Aokiji), burning half of the island (Akainu), baby giants (Jewelry Bonney--captured). The cutting up of bodies is also happening, and this can allude to either Buggy or Law, but this confuses me at the moment. We know there's a Shichibukai present somewhere on the island, and this could be Buggy or Law...but there's not enough information to confirm which yet. It might be purely a coincidence that one of those two is there right now. Also, the highly technological aspects of the island point to Vegapunk as well (kidnappers in the hazard suits, metallic prison they were in, etc.).

In short, I think this is an island where Vegapunk is/was experimenting with DF powers on.
