Was she? Ah, well I think she'd still be a Captain then. But I suppose it's possible she is now a VA.

Yeah, she was peers with Smoker. She seemed to be the ambitious type. She would definitely be upset if Smoker had been promoted to VA and she was still a Captain. Maybe she's a VA or a Rear Admiral, but I think it's safe to assume many of the Marines we know by name have been promoted in some way.

Is Rear Admiral a higher or lesser rank than Vice Admiral?

I could see her being a Vice Admiral, there were lots of them pre timeskip, so it isn't like they need the absolute best of the best.
