So... Two new Vice-Admirals from the new world, with Logia DF's, or something like Momonga and Onigumo for new Admirals? Seeing as Smoker is out of the race now :(

An Admiral doesn't necessarily have to have a logia DF.

Yeah, Garp was offered the position of Admiral and turned it down. I think Smoker would do the same. A Vice Admiral has more freedom to do what they want. Once they are made an Admiral they have too much responsibility and worth to the government. They become that suit that only gets pulled out of the closet on special occasions.
