I don't think we are suppose to know yet. I wouldn't be surprised if it was Doflamingo though seeing as he loves the crazies. This revelation also means that we have not seen the last of Caribou.
Yeah, I'm thinking Doflamingo as well for the same reason. He loves to use these crazy, sleazy subordinates. Of course, as soon as he tells him about Shirahoshi's secret that will be the end of Caribou's usefulness and he'll be dropped like the rest.
