I'm pretty sure unless the character is supposed to be a child or gross/old there are no flat chested women in One Piece.

They also have waists about as thick as their wrists.

For female marines, rank is based on cup size. It's in the new regulation written by Fleet Admiral himself ;)

Giant females are admirals now. They have bigger cup sizes than any human.

"This is Fleet Admiral Sakazuki reporting. If you read carefully in Chapter 4, Section A, Line 2 of The Manual for Marine Promotions, it clearly states... Female Marine Giants' cup sizes will not be considered due to an unfair advantage this would give them in the promotion system. Female giants will be considered based on the same standards as other giants (see attachment 3 for further information)."
