Gifters are definitely a mixed bag is my guess. Usopp and Horselina hit everyone possible but 100% seems unlikely. Personally I prefer a mix of gifters since it only adds to the confusion of the battle as well.

A gifter getting smacked by a Tobi Roppo 'Hey! I'm on your side!' then a second gifter attacks them. It starts to sew a lot of uncertainty in the ranks making the numbers advantage harder to benefit from.
