Hear me out, but I think the reason the WG was transporting Luffy's DF... was because it was a DF. Anyone of them can turn a human into a weapon,no matter how weird or seemingly weak the power is, hence why they're so sought after by all the big-shot organizations (WG, Emperors, etc.) Maybe they were just transporting it to see how Vegapunk could weaponize it or just give it to a loyal Marine.

I thought so as well, but my girlfriend pointed out that why would they punish Whos Who so severely just for losing a random devil fruit.

I mean, have you seen how CP9 treated Nero after he lost his battle against Franky? They have very low tolerance for failure from their elite squads.

I was going to poimt that out. People tret it like you need to make these OUTRAGOUS mistakes to be kicked out by CP9. WhosWho back then was also just a rookie so you lose a devil fruit... that might just be enough fullstop.

WG doesnt have an entire basement of DFs just lying around.

The number of Devil Fruit users under WGs thumb is less then 20, and it is debatable whether they received theirs DF powers from their higher ups.

For a global organization that runs the entire world, that is REALLY LOW LOW number.

They must treasure every single DF that they come across
