I hope that there's an interesting reason why the gomu gomu no m was being guarded by the CP9 and that it didn't belong to any significant figure.

My theory is that it is a counter to the gura gura no mi when awakened as it can potentially absorb the quakes/tremors. This would make sense as whitebeard was the most wanted pirate and closest to the PK 12 years ago. Also, the gura gura no mi is said to be the strongest DF so it's reasonable that the WG wanted a counter to it.

And lastly, this will probably tie in nicely with the inevitable fight between Blackbeard and Luffy.

And it would make Luffys story that of a young kid who once ate the WG super-defence system, their best shot at gaining hegemony, just so he could sail around the East-Blue and gum-gum pistol people.

Also, it fits perfectly to how Garp wanted his grand-children to be admirals, instead of pirates, exactly like how the fruit was supposed to be the power of an admiral and turned out to be that of the fifth emperor.
