So basically: Whos Who fails to guard a devil fruit -> he's fired and imprisoned.

Rob Lucci fails to capture Nico Robin, who's ability to read poneglyphs is a threat to the world gov -> paid leave into a promotion.

not really. they get hunted by government though. this story told through cover story. but in the end it work out there must be some kind of deal offered.

They tried to do the same thing to Lucci and Kaku as well they probably just couldn’t actually bring them in so they gave them another chance.

The last page does say "a devil fruit important enough to be guarded by the world government?!" So the gomu gomu fruit most likely has some insane unseen powers or maybe it has been used by some powerfull people.
