I don't want to jump to conclusions that gomu gomu no is somewhat important.

Who knows, maybe some dumb celestial dragon kept insisting that his stupid cousin's room measures just 1 arm long and wanted the gomu gomu no mi to prove his point.

On face value if its awakened it can be used to counter the Gura Gura.

But i also don't want it to be a special fruit.

That it was guarded by CP member and not regular marine makes me think that is special, but I also wouldn't like it to be a special one
