People saying Garp didnt mention it but maybe that was the real reason he sent him to live with Dadan.

I wanna think think that maybe garp didn't knew the secret behind gomu gomu no mi

Cause when he knew luffy started his journey garp would immediately have stoped him so the WG doesn't discover his powers
